The Nine Reasons for Non-Acceptance of a Board of Review Appeal Submission and How to Resolve Each of Them

   
 

01)  Incomplete Submission - No Signature

 
 

If the appeal form is missing a required signature form, the appeal submission is considered incomplete, per Rule C-6a of the most recent edition of the Will County Board of Review Rules and Procedures. You can download the proper signature form here:

After completing the documentation resolving this issue, it must be sent to bor@willcountyillinois.com within ten (10) business days of the date on which the non-acceptance letter or e-mail notice was sent. Failure to comply with this request within that time frame will result in the dismissal of the appeal submission. 02)  Incomplete Submission - No Attorney Authorization

 
 

Without attorney authorization, the appeal submission is considered incomplete, per Rule C-3a of the most recent edition of the Will County Board of Review Rules and Procedures. The proper attorney authorization form can be downloaded here:

After completing the documentation resolving this issue, it must be sent to bor@willcountyillinois.com within ten (10) business days of the date on which the non-acceptance letter or e-mail notice was sent. Failure to comply with this request within that time frame will result in the dismissal of the appeal submission. 03)  Incomplete Submission - Property Ownership Discrepancy

 
 

Only the owner of record or a practicing, Illinois-licensed attorney may file an appeal on a given property, per Rules C-3a, C-3b, C-3c, and C-6c1 of the most recent edition of the Will County Board of Review Rules and Procedures. To resolve this issue, one must provide documentation that will clear up such a discrepancy between reported property ownership and County records. The completed documentation must be sent to bor@willcountyillinois.com within ten (10) business days of the date on which the non-acceptance letter or e-mail notice was sent. Failure to comply with this request within that time frame will result in the dismissal of the appeal submission. 04)  Incomplete Submission - Corporate Entity without Attorney Authorization to Represent

 
 

Per Rule C-6d of the most recent edition of the Will County Board of Review Rules and Procedures, a "Corporate entity as owner must be represented by an attorney licensed to practice law in Illinois". Please add your attorney's information to the first page of the appeal, have the attorney sign the signature page of the appeal, and complete the "Verification of Authority to Represent Owner" form, which can be downloaded here:

05)  Incomplete Submission - Signed Disclosure Form Required

 
 

Without a signed disclosure form, the appeal submission is considered incomplete, per Rule C-6c3 of the most recent edition of the Will County Board of Review Rules and Procedures. The proper disclosure form can be downloaded here:

06)  Incomplete Submission - Duplicate Electronic Submission

07)  Insufficient Submission

 
 

The documentation submitted does not qualify as a formal appeal, per rule C-5b of the most recent edition of the Will County Board of Review Rules and Procedures. The proper appeal form(s) can be downloaded here:

08)  Insufficient Submission - Blank Form

 
 

The required sections of the appeal form must be completed, according to the most recent edition of the Will County Board of Review Rules and Procedures. The proper appeal form(s) can be downloaded here:

09)  Insufficient Submission - Outside of Filing Deadline

 
 

The 2020 appeal submission was filed after the deadline of September 14, 2020. According to the most recent edition of the Will County Board of Review Rules and Procedures, no appeal submissions will be accepted past the deadline in any given year.
